Bercy Launches DIAN to Integrate AI into the Economy

Bercy announced on Tuesday the creation of a department entirely dedicated to artificial intelligence and digital technology, named DIAN. The Ministry of Economy and Finance is the first to officially integrate AI into its organization.

On Tuesday, June 16, four ministers—Roland Lescure (Economy), Serge Papin (SMEs and Commerce), David Amiel (Public Action), and Anne Le Hénanff (AI and Digital)—officially launched DIAN, the new Directorate of Artificial Intelligence and Digital Technology for the economic and financial ministries, encompassing all the administrations surrounding Bercy. It replaces the former Digital Service, a more discreet and less ambitious entity, with a structure explicitly focused on AI. DIAN will oversee the digital and AI transformation of all administrations within the ministry, with a roadmap for 2026 and 2027 already in the works.

Bercy Becomes the First Ministry to Embed AI in Its Organizational Structure

This is a first in French administrative history. With DIAN, Bercy becomes the very first ministry to explicitly integrate artificial intelligence into the name and scope of one of its departments. This is a strong signal at a time when AI is reshaping work methods and the very organization of administrations, just a year after the establishment of the Council for Artificial Intelligence and Digital Technology, which remains active.

DIAN succeeds the current Digital Service of the General Secretariat of the Economic and Financial Ministries (MEF). Its purpose is to define and lead the digital and AI strategy of the economic and financial ministries, driven by David Amiel's vision of making AI a tool for public performance and digital sovereignty.

Minister Amiel best summarizes the spirit of this initiative. “No one became a public finance controller, customs officer, or public buyer to search for documents or write reports,” he stated. Artificial intelligence should give agents back the time to focus on their true professions, as emphasized in the government’s Our AI plan, also unveiled on Tuesday, June 16.

Bercy's AI Roadmap Arrives Before the End of June and Is Already Very Ambitious

The creation of DIAN is accompanied by a very concrete announcement. Bercy will publish its new AI roadmap before the end of June, which is expected to set the direction and priorities in this area for the next two years. This document, covering the period 2026-2027, will define how and at what pace artificial intelligence will be deployed across the various administrations of the economic and financial ministries, from customs to taxation, including budgeting and the General Treasury Directorate.

The ministry has several projects ahead. All Bercy agents will need to have access to AI tools tailored to their roles, within a secure environment. Technical capabilities (i.e., servers and computing infrastructure) will be shared rather than duplicated in each department, to enhance efficiency and coherence. The development of applications and AI agents will be accelerated, and even the way IT teams write code will be rethought with the help of AI. Finally, digital governance, meaning who decides what, how, and with what rules regarding digital matters, will be strengthened, not only within Bercy but also in coordination with other ministries.

The strategy also includes a massive effort for training and support for agents. For Minister Delegate Anne Le Hénanff, this new DIAN is also a message sent to innovation stakeholders. Public procurement must help structure a trustworthy market around French and European AI solutions.
