Austria has officially requested Brussels to consider the idea of relocating Anthropic to Europe. This surprising initiative is justified by the growing tensions between the creator of Claude and Washington. Following American restrictions on Claude, Austria is attempting to bring Anthropic back to Europe.

Welcoming one of the giants of American artificial intelligence to Europe, namely Anthropic, may seem like an ambitious idea, perhaps a bit too ambitious. Nevertheless, it has now been officially proposed. Austria has kicked off the process by sending a formal letter to the European Commission suggesting the establishment of the company that owns the famous chatbot Claude within the EU. This bold initiative stems from a rather tense context between the firm and the Trump administration, as well as a Europe seeking technological independence, as reported by Bloomberg.

When Europe Courts Anthropic

It was Alexander Pröll, the Austrian Secretary of State for Digitalization, who first took the initiative. In a letter addressed to Henna Virkkunen, Executive Vice President of the European Commission, he calls for exploring the strategic establishment of Anthropic within the EU, highlighting:

  • available capital
  • a value framework suitable for the company

The Austrian initiative surprises many, but it is not entirely outlandish. For several years, the European Union has been seeking to loosen its grip on American and Chinese technologies, particularly by supporting its own AI models. This desire for independence has taken on a whole new dimension since Donald Trump took office, whose unpredictable trade policies have exposed the vulnerabilities in the transatlantic relationship.

The last straw may have been when Washington decided to restrict foreign nationals' access to Anthropic's most powerful models, Mythos and Fable, which revealed the extent of control the United States can exert over these technologies. In this same context, Washington proposed a partnership with the EU on AI to secure semiconductor supply chains. The stakes are high, as we know.

Is the Austrian Proposal Realistic? Not So Simple

On the Anthropic side, relations with Washington have seriously deteriorated. Before the launch of its latest model in the spring, the firm clashed with the Pentagon over military uses of AI. After laying down its red lines, it faced retaliatory measures from the Department of Defense, which it is now attempting to contest in court. You may have noted the paradox: despite this standoff, Anthropic continues to cooperate with the U.S. administration.

However, convincing Anthropic to cross the Atlantic would almost be like walking a tightrope. Pröll assures that the firm would not overshadow European players but would play a catalytic role in attracting talent and setting standards. The argument is understandable, but it runs into an economic reality. Europe simply does not compete with the United States in terms of venture capital.

Another significant obstacle is that Washington could actively oppose such a move, which would cut Anthropic off from its far largest market. And, in an ironic twist of fate, the firm is currently preparing for an initial public offering on Wall Street… hardly a signal of an imminent departure. Anthropic has also not commented on the proposal. While symbolically appealing, Vienna's initiative remains largely utopian for now.
