OpenAI's ChatGPT: The AI Tool Favored by Congress
OpenAI’s ChatGPT is the Congress's preferred AI tool in terms of spending, according to a report by CNBC.
OpenAI received about 90% of all spending dedicated to AI tools by House offices, committees, and institutional accounts during the year ending March 31, according to House spending records. CNBC found that Congress spent approximately $100,580 across 798 transactions on ChatGPT, out of a total of at least $113,740 in AI-related expenditures. Anthropic's Claude ranks second with $13,160 spent over 37 transactions.
Democratic offices accounted for $54,165 in AI purchases, which is three times the $15,782 spent by Republican offices.
The data excludes any AI adoption by Congress from free accounts or AI integrated into broader software contracts.
Congressional staff members use ChatGPT and other tools to:

- Respond to constituents
- Prepare documents for hearings
- Sort through policy research
- Even write social media posts
