Accusations of Interference and Sparse Public Evidence
Several tech figures are pointing fingers at Beijing. Garry Tan (Y Combinator) shared on X the idea that Chinese state media, a Marxist network based in Shanghai, and foreign billionaires are supporting an American campaign against data centers, describing it as a "psy-op" that is "winning." Trae Stephens (Anduril) attributes the discontent to Americans "poisoned by CCP propaganda" and links the issue to the non-ban of TikTok, while Joe Lonsdale (Palantir) believes that China has exploited a weakness in American open society.
However, tangible evidence remains scarce. The American Energy Institute estimates that anti-data center groups have received $39 million in foreign funding, a substantial portion coming from European philanthropists. Earlier this summer, Fox News issued an apology after attributing the opposition to a data center in Utah to China, with host Johnny Joey Jones stating he had "no evidence" of funding or coordination by the Chinese Communist Party.
Communication Under Scrutiny: Self-Criticism and Counter-Narratives
Chamath Palihapitiya believes that tech leaders have "miserably failed" to convince the public, fueling skepticism with "esoteric technical jargon." According to him, data centers now represent an asymmetric benefit for a narrow elite. Other voices within the industry doubt that it all boils down to the "message." Explanations range from China to "bad math" and communication failures; Yishan Wong asserts that many do not understand the "simple math" but also believes that tech should take its share of responsibility.
The tone adopted by some executives fuels the debate. Sam Altman and Dario Amodei have issued multiple warnings about the risks of AI; Amodei even mentioned the potential disappearance of half of entry-level jobs. OpenAI and Anthropic have made public concerning behaviors of their models, which Demis Hassabis (Google DeepMind) criticizes, calling for a better emphasis on potential benefits. However, Amodei denies having a "disproportionately negative" narrative and goes so far as to suggest that "actually curing cancer" would likely be the only way to change the image of AI.
Unfavorable Majority Opinion and Local Mobilization
A Gallup poll published in May indicates that over 70% of respondents do not want data centers near their homes. Concerns focus on energy and water consumption, as well as a more general rejection of AI. In local areas, opposition is expressed during town hall meetings and rallies in Washington, with cities like New Port Richey, Florida, hosting protests against the expansion of these infrastructures.
Shift in Texas and Existential Challenge for the Industry
Politically, Texas Governor Greg Abbott has shifted his stance: he now demands strict guidelines for any new project and claims to have suspended up to 1,800 proposals. Donald Trump, for his part, has suggested that data centers "could benefit" from better public relations work, as these issues rise to the forefront for elected officials ahead of the upcoming midterm elections in November.
For the industry, the stakes are immediate. Data centers provide the essential computing power for AI platforms, and players like OpenAI, Anthropic, Meta, and Google present these capabilities as existential. The construction of these infrastructures is also framed as necessary to maintain a technological edge over rivals, particularly China.
