United States: OpenAI Offers ChatGPT to Government Agencies for Free

OpenAI and the federal agency GSA are planning to provide free access to ChatGPT for U.S. government agencies, along with a 50% discount on usage. The program includes security guarantees, operational support, and a framework spanning 27 months, with an enhanced focus on public cybersecurity.
A 27-Month Framework with Data Guarantees and Support
The announced agreement is set to last for 27 months, from October 1, 2026, to December 31, 2028. OpenAI states that ChatGPT Enterprise does not use commercial data, including data entered or generated, to train or refine its models, and that protections related to selected eligible services remain in effect for the involved organizations. The deployment includes buyer support, usage forecasts, spending tracking, integration, FinOps consulting, webinars, and an expanded Government Academy. This period is intended to provide agencies with a stable foundation for AI adoption. Public agents will have access to cutting-edge tools, including GPT-6 Astra, with guarantees and cost predictability.
Priority for Cyber Defenders with Daybreak Blue and Red
The initiative primarily targets teams responsible for protecting critical infrastructure, such as emergency management, transportation, public health, and utilities. Each verified government agency must obtain validation to benefit from advanced access to Daybreak Blue, offered at a 50% discount compared to standard commercial rates, along with training and support for large-scale deployment. Defense teams will also have the opportunity to request access to Daybreak Red for advanced research activities on vulnerabilities, exploit validation, and red teaming, according to standard commercial pricing. Greg Brockman has called for a swift and joint mobilization of the public and private sectors through an industry trial and an open letter.

Pricing: $0 License, Half-Price Usage, and Extended Eligibility
The standard licensing fee of $15 per user per month will be reduced to $0, with no minimum commitment required. Usage is announced at half price for eligible public organizations. The agreement, presented as the first of its kind, extends these benefits beyond the federal level to state, local, and tribal governments. Eligibility would cover approximately 23 million people in the U.S. public sector, while over one million agents already have access through previous agreements. OpenAI indicates that this announcement builds on a federal offering established the previous year.
Uses Already Observed in Public Services
According to feedback, Daybreak Access has helped optimize vulnerability detection, malware analysis, and the creation of cybersecurity tools for public sector defenders. At the CDC, the majority of initial reports generated from literature reviews were produced in under 30 minutes, and 92% of the specialists involved reported an increase in their productivity. The Georgia Department of Revenue reduced the turnaround time for digitizing a tax form from nearly two weeks to just 15 minutes. In North Carolina, the State Treasury relied on ChatGPT to identify millions of dollars in unclaimed property to return to residents. The Lawrence Livermore National Laboratory was able to accelerate the development of a preliminary fusion research model, reducing a months-long task to just a few hours.
A Sector Commitment of $1 Billion for First Responders
The program is part of Daybreak for Frontline Defenders, accompanied by a global commitment of $1 billion to provide subsidized access, training, technical support, and partnerships for frontline defenders.
