France and AMD: A Strategic Alliance for AI
France recently announced an ambitious partnership with AMD, a major player in the semiconductor field, to develop an unprecedented supercomputer. This project, centered around the supercomputer Alice Recoque, aims to achieve exascale computing capacity, which equates to one quintillion operations per second. This collaboration marks a crucial step for France in its quest to catch up with the global pace in artificial intelligence.
The choice of AMD, an American company, raises questions about the balance between technological performance and digital sovereignty. However, for France, access to these cutting-edge technologies is essential to boost its AI capabilities and enable local researchers and companies to remain competitive on the international stage.
A Partnership to Accelerate AI Innovation
The partnership between France and AMD was formalized during a ceremony at the Ministry of Economy and Finance in Paris. Three French ministers were present: Philippe Baptiste, Sébastien Martin, and Anne Le Hénanff, alongside Keith Strier, Senior Vice President of AMD for AI markets. The agreement aims to provide French researchers, startups, and engineers with expanded access to AMD's advanced technologies.
AMD is committed to providing not only hardware and software resources but also educational support through programs like the AMD University Program, the AMD AI Developer Program, and the AMD AI Academy. This triptych of infrastructure, research, and training is designed to bridge the gap between academic excellence and large-scale industrial application in Europe.
In its statement, AMD emphasizes the importance of this collaboration to strengthen national AI capabilities and improve France's competitiveness in the global market.
Alice Recoque: A Pillar of French AI Infrastructure
The Alice Recoque project is at the heart of this initiative. Developed in partnership with GENCI, CEA, and the Jules Verne consortium, this exascale supercomputer aims to process computational volumes previously inaccessible at the national level. The potential applications are vast, ranging from climate simulation to advanced scientific research, including military applications.
AMD, in collaboration with Bull, now under the control of the French state, will provide the necessary technological components for this infrastructure. An excellence center will also be established to optimize the use of this computing power and disseminate the skills needed to fully leverage it. This center will also support the future AI Factory France, which will play a key role in the industrialization of AI in the country.
However, this partial dependence on an American player raises questions about digital sovereignty. The choice of AMD reflects a reality where cutting-edge technologies are dominated by non-European companies, particularly in the fields of semiconductors and high-performance computing.
Expected Economic and Social Benefits
The French government also highlights the economic and social benefits of this collaboration. Sébastien Martin refers to it as a "structuring cooperation" that should generate jobs, promote training, and stimulate local innovation. France already has solid assets, such as renowned research laboratories, highly skilled engineers, and competitive energy infrastructures. This partnership with AMD aims to transform these strengths into a sustainable industrial advantage.
