This measure, which is not new, particularly affects professionals working on strategically important AI projects in private companies such as Alibaba and DeepSeek, according to a Bloomberg News report based on internal sources.

This decision is part of a broader strategy by China to protect its AI industry. In March 2025, Beijing had already advised AI leaders against traveling to the United States, citing risks of data leaks and technology theft, as well as the recruitment of talent by foreign companies.
A Booming Industry
China aims to reduce its dependence on foreign technology while strengthening its internal capabilities. Currently, Chinese chip manufacturers account for 41% of the national AI accelerator market, according to IDC data. Furthermore, the Chinese government recently blocked Meta's acquisition of the startup Manus AI, underscoring its determination to maintain control over its technological innovations.
