UK: Military AI Held Back by Bureaucratic Delays

The United Kingdom recently unveiled an ambitious plan to integrate artificial intelligence within its armed forces. During London Tech Week, Prime Minister Keir Starmer announced the creation of the Rapid AI Delivery (RAID) task force. This group is tasked with accelerating the deployment of AI-based tools in the British military. Ministers hope this will enable military personnel to make decisions more quickly, reduce risks, and keep pace with adversaries who are already integrating AI into their military systems.
However, despite these intentions, doubts remain about the government's ability to realize this vision. Founders and investors express concerns regarding the slow procurement processes of the Ministry of Defence (MoD), which could hinder the success of this initiative. Craig Beddis, CEO of defense simulation startup Hadean and a member of the UK Defence Industrial Joint Council, emphasizes that alignment between users, actual needs, and funding is currently insufficient.
Persistent Procurement Challenges
The issues related to the UK government's procurement policy are not new and continue to affect the growth of startups. According to Beddis, lengthy contract negotiation timelines deprive young companies of the necessary revenue to grow and raise additional funds. "When contracts take months or even years to negotiate, startups spend more time without the revenue needed to grow and raise more capital," he explains to Sifted. "Relying on the philanthropy of SMEs through free trials and experiments is completely unsustainable."
Investors share this concern. Andy Bloxham, a partner at London-based investment firm Foresight Group, points out that the UK's stated appetite for innovation often clashes with how defense actually procures technology. "Defense may say it wants innovation, but if the path to contract takes years, many of the most promising companies will either run out of resources or look elsewhere," he says.
A Changing European Context
The launch of RAID comes as investor interest in European defense technology is on the rise, partly due to geopolitical instability and increased defense budgets. In 2024, European defense startups raised €2.3 billion, an increase of over 100% compared to the previous year. However, procurement systems in Europe often remain biased in favor of established players.
Stephen Bennington, CEO of robotics company Q5D, notes that the United States has been better at integrating emerging companies into its defense ecosystem, treating industrial agility as a strategic asset. "The U.S. has been more effective at integrating emerging companies and new manufacturing technologies into its defense ecosystem," he states. "Treating industrial agility as a strategic advantage rather than an administrative risk."
RAID: An Attempt at Change
The British government presents RAID as a potential paradigm shift in defense technology adoption. In collaboration with the UK tech sector, RAID aims to broaden access to defense contracts and support the growth of domestic SMEs. Among the early partners is Rowden, a British engineering firm that recently secured a £25 million investment from the National Wealth Fund, aiming to create around 500 jobs and develop sovereign technologies for national security and resilience.
Despite these efforts, industry figures warn that similar initiatives have often failed to change the underlying incentives. "There are so many smart, selfless men and women at the MoD," says Beddis. "But bureaucratic complexity and a lack of clarity on funding slow the process at a time when warfare is evolving faster than ever."
From the investors' perspective, RAID is a welcome development — but not yet a structural realignment. "The Rapid AI Delivery Taskforce is a credible attempt to move at the speed of software, rather than the speed of traditional defense procurement," Bloxham states. "The challenge is that it still relies on a system that was never designed for that pace."
