The United States Imposes Restrictions on Anthropic

The United States has recently decided to restrict the export of artificial intelligence models developed by Anthropic, notably Mythos 5 and Fable 5. This decision, announced on Friday, is driven by national security concerns. U.S. authorities have expressed worries about the potential to bypass the built-in safeguards in Fable 5, which could lead to misuse.

The imposed restrictions prohibit any foreign national from accessing these two models. In response to these restrictions, Anthropic has decided to close access to these models, thereby preventing their use by foreign users. This situation raises questions about the effective control of access to these cutting-edge technologies and could have significant repercussions on the AI market.

Mistral and the Quest for European Sovereignty

This situation could present a strategic opportunity for Mistral, a French startup specializing in artificial intelligence. Arthur Mensch, the CEO of Mistral, has long warned about Europe's growing dependence on American AI companies. According to him, this dependence could compromise Europe's technological sovereignty.

During London Tech Week in June 2025, Mensch emphasized that American companies hold control over their models, which could limit European companies' ability to manage their own technologies. He stressed the importance of being able to control the activation or deactivation of these systems without relying on another country.

Mistral has thus positioned itself as a champion of AI sovereignty, promoting open-weight models that clients can customize and host on their own infrastructure. This approach aims to reduce reliance on a small number of foreign suppliers and strengthen the technological autonomy of European companies.

Arthur Mensch also stated on the Big Technology Podcast in January that European governments are turning to Mistral because they want to build technology and serve their citizens. This statement reinforces the idea that Mistral is seen as a strategic partner for sovereign technological initiatives in Europe.

A Call to Action for Europe

Arthur Mensch reiterated his concerns during a hearing on digital sovereignty and AI at the French National Assembly last month. He warned that Europe has a two-year window to develop its own artificial intelligence infrastructure, or it risks becoming irreversibly dependent on American tech giants.

Mistral's summit in Paris, held the same month, brought together leaders, government officials, and enterprise clients around the central theme of AI sovereignty. Jan van den Bremen, Accenture's technology lead for Europe, the Middle East, and Africa, highlighted the importance of knowing where data is located and how it is used.

Although Mistral is seen as the leading provider of AI models in Europe, it still lags behind companies like Anthropic in terms of valuation and capabilities. The French startup was recently valued at around $13.6 billion, while Anthropic reaches a valuation of $965 billion. However, the recent restrictions imposed on Anthropic could strengthen Mistral's central argument: control of AI often lies in the hands of the provider and its government, which could encourage more European governments and companies to turn to local solutions to avoid excessive dependence on foreign technologies.
