OpenAI bets on its platform, Dots coming soon to Europe

In Berlin, OpenAI detailed its platform strategy, where the company manages the infrastructure for agents and offers access to 1.2 billion weekly users of ChatGPT. The stated priorities remain coding and agents, while video takes a back seat. Dots is set to expand more widely in Europe in the coming weeks, although restrictions persist for personal accounts.
OpenAI manages infrastructure and promises access to 1.2 billion users
OpenAI highlights an offering where the API Agents allows it to operate the infrastructure for agents and lighten the technical load on teams. Plugins and web applications serve as vectors for third-party products to be offered within its platform. The company also cites access to 1.2 billion weekly users of ChatGPT as a compelling adoption argument. The declared goal is to integrate developers and businesses more closely into its own environment so they can build their operations there. The model is presented as akin to an app store logic, where the provider ensures execution and distribution, while developers build the services. OpenAI also maintains Codex Harness as open source, allowing for code to be read and executed independently.
Video sidelined, Sora halted in March, priority on code and agents
The shutdown of Sora in March was attributed to extreme resource needs, with the idea that customers today prioritize coding models and agents. OpenAI does not rule out the possibility of relaunching Sora later. When asked about the absence of a model capable of analyzing video sequences, management responded that customer demand was low and that the priority does not extend beyond single image analysis. At the same time, agents run on dedicated virtual machines, and the volume of code generated by AI is increasing, which drives demand for traditional computing. To reduce CPU load, a team reviews internal codebases every week.

Dots: broader opening announced in Europe, but limits remain
According to Romain Huet, Dots is expected to be offered to a wider European audience in the coming weeks, following discussions with regulatory authorities. However, users with personal Pro accounts in the European Economic Area, Switzerland, or the United Kingdom still cannot access the service. Some professional accounts already have access. OpenAI also plans a broader rollout of the service in the short term.
Codex in Germany: x20 since January 2026, without absolute figures
OpenAI reports a twentyfold increase in weekly active users of Codex in Germany since January 2026, after mentioning in June a more than sevenfold increase based on its figures. The company has not shared any absolute volume. It adds that one in five office users employs skills for documents, presentations, or spreadsheets, corresponding to general office use of its coding tools. These elements were communicated in Berlin during the DevDay Exchange 2026, an event where most announcements echoed those made in San Francisco, along with some clarifications on Dots, Codex, and a Q&A session.
