OpenAI and the Camellia Project: A Strategic Partnership with the Effingham Community

The Project Camellia is an ambitious initiative led by OpenAI to establish a state-of-the-art data center in Effingham County, Georgia. To support this infrastructure, OpenAI has signed a contract with the Georgia Power Company to provide 3.2 gigawatts of energy, to be rolled out gradually between 2028 and 2032. This project is part of a long-term vision aimed at enhancing the technological capabilities of the region.

OpenAI is excited to collaborate with the local community while acknowledging the concerns that such projects may raise. To address these issues, the company has outlined clear commitments that will guide the development and operation of this data center. One of the main objectives is to ensure that the economic and social benefits are shared with the residents of the county.

Financial and Environmental Commitments

One of OpenAI's major commitments is to ensure that electricity rates will not increase for county residents. Georgia families will not be asked to subsidize this project. OpenAI will cover all costs related to the necessary infrastructure and electrical service. In accordance with the rules of the Georgia Public Service Commission, these costs cannot be passed on to existing customers. Additionally, the data center will be designed to reduce its energy consumption during peak demand, thereby ensuring the reliability of the Georgia Power electrical grid.

In terms of resource management, the project plans to use minimal water through a closed-loop system. This system, similar to how a car radiator operates, recirculates water rather than consuming it continuously. Thus, the impact on local resources will be limited, with water needs comparable to those of a standard office building. This innovative approach aims to minimize the ecological footprint while ensuring optimal operational efficiency.

Community and Economic Benefits

OpenAI is committed to ensuring that the local community directly benefits from this project. The company will invest $80 million in community benefits, focusing on local priorities such as education, public safety, health, and support for small businesses. This investment is separate from anticipated tax revenues and Codex credits. OpenAI expects to pay hundreds of millions of dollars in state and local tax revenues and anticipates becoming the largest taxpayer in the county.

The project will also create thousands of construction jobs and permanent on-site positions, prioritizing local contractors and businesses. This strategy aims to stimulate the local economy and provide sustainable job opportunities for residents.

In addition to this investment, OpenAI will make available up to $71 million in Codex credits. Codex is OpenAI's agentic coding tool, now available in ChatGPT, which helps people create software and complete technical projects. Students from Georgia's universities and technical schools will be able to access $100 in credits through their ChatGPT accounts. This will enable them to acquire practical AI skills, essential for careers in various sectors such as engineering, healthcare, and entrepreneurship.

Transparency and Community Dialogue

To ensure transparency, OpenAI will conduct an annual independent audit, the results of which will be made public. The company has already begun discussions with local officials and community leaders to understand local priorities. An open house is scheduled for July 23 to allow residents to meet the project team and provide their feedback.

These exchanges will contribute to the creation of a Georgia Community Compact, which will formalize OpenAI's commitments to the community. This compact will translate local priorities into concrete and measurable commitments.

A Project with Multiple Benefits

The site chosen for the data center is located in the Savannah Gateway Industrial Hub, an area already designated for industrial projects. Compared to a warehouse project, this data center will generate less traffic and consume less water, while providing greater tax revenues and sustainable jobs.
