OpenAI Outlines Its Future AI Campuses and Calls for Public Regulations

OpenAI publishes a community compact and a blueprint for its future computing campuses in the United States. The company promises to cover all its electricity costs, to be accountable for water, noise, and employment, and outlines measures that regulators and elected officials could adopt. Agreements and funding in Georgia and Ohio already serve as examples.
Energy Management: Up to 1,000 MW Flexible with Georgia Power
As part of a campus project in Effingham County, OpenAI has signed an agreement with Georgia Power that allows the operator to reduce the power supplied by up to 1,000 megawatts during peak demand periods. The blueprint recommends that utility commissions require very large consumers to bear the additional costs they impose on the grid and to ensure the protection of other customers if the project were to fail. It also suggests that utilities simplify connections when campuses are able to reduce their consumption during voltage peaks. On the federal side, Congress is urged to expedite transmission upgrades and restore and expand tax incentives for clean electricity.
Transparency and Accountability: Public Reports and NDA Limits
OpenAI plans to publish construction plans and independent noise studies before the sites go live and then annually. The company intends to make public data on water and electricity consumption for each campus and to present an annual report on its progress. The blueprint calls for the publication of reports on water, energy, noise, and employment, as well as the establishment of strict restrictions regarding the use of non-disclosure agreements by developers with public authorities. When tax incentives are granted by a community, the terms must be made public, include quantifiable obligations, and incorporate a recovery mechanism in case of non-compliance.
Local Benefits Already Committed: $4.8M for Meals and $6M for Childcare
In Effingham County, Georgia, residents helped define a $4.8 million grant aimed at providing free school meals to the county's 14,000 students. In Pike County, Ohio, childcare, identified as a priority by families, has led to a joint commitment of $6 million from OpenAI and SB Energy. OpenAI presents these investments as priorities selected with the help of local residents and as a new step in its effort to align its projects with local expectations.

Social Commitments: Published Jobs, Training with Unions, Annual Reporting
OpenAI states that it will publish the jobs it plans to create for each campus and will work with unions and training organizations to prepare residents. An annual report will detail hires and apprenticeships. The blueprint extends this logic by suggesting that developers share their purchasing plans early to allow local suppliers to compete, and that employers, trade unions, and community colleges rely on hiring forecasts to train for available positions, from electrical work during construction to the maintenance of power and cooling systems over time.
Resources and Environment: Water Plan and Low-Consumption Cooling per Site
For each campus, OpenAI plans a water plan and prioritizes closed-loop or low-water consumption cooling systems. The company intends to make public the water and electricity consumption for each site. Regarding energy, it specifies that it will cover all electricity consumed as well as the associated infrastructure, and that it will provide financial guarantees prior to any major investment to protect other customers against risks of delays, reductions, or cancellations of a project.
Scope and Origin: From Stargate to Local Compacts for Each Campus
OpenAI links these announcements to community commitments initiated in January with the Stargate initiative, including paying for its own energy consumption and plans defined according to local priorities. Specific commitments have since been made in Georgia and Ohio regarding energy costs, water, local investments, and accountability. From now on, each campus that OpenAI owns and operates will have its local compact, with early involvement of residents, a dedicated point of contact, and annual public follow-up. The company publishes the National Community Compact, which sets expectations for these sites, and a Compute Campus Policy Blueprint containing proposals for public rules. OpenAI presents the whole as a means to give residents a say and to hold developers accountable.
