Meta and the Acquisition of Manus AI: China Opposes the Transaction
The proposed acquisition of Manus AI, a Chinese startup specializing in artificial intelligence agents, by Meta is facing major obstacles. Chinese authorities do not seem ready to let this company leave the country without resistance.
About a year ago, Manus AI generated significant interest in the artificial intelligence sector due to its innovative technologies developed in China. This startup quickly caught the attention of Meta, which was looking to strengthen its position in this strategic field. Last December, Meta finalized the purchase of Manus for a substantial sum of $2 billion, after advising the startup to relocate its operations to Singapore. However, the situation has taken a complex turn.
Ban on Leaving China
According to the Financial Times, Manus co-founders Xiao Hong and Ji Yichao were summoned by the National Development and Reform Commission (NDRC) in Beijing. This summons follows suspicions of non-compliance with Chinese regulations on foreign direct investment. The two executives are now banned from leaving China, although they can still move within the country.
This situation is not entirely unexpected. From the outset of the acquisition, Meta had attempted to reassure U.S. authorities by promising that no Chinese investors would retain stakes in Manus and that the startup's services would be inaccessible in China, without consulting Chinese authorities.
The decision to quickly relocate Manus to Singapore is seen as an attempt to circumvent U.S. restrictions on investments in sensitive technologies in China. Chinese authorities fear that this event could set a precedent, allowing other local companies to turn to their main competitor.
What Are the Options?
We are in the midst of a technology war between the United States and China. The U.S. government has intensified restrictions on semiconductors, chip design tools, and access to advanced artificial intelligence models. Beijing cannot afford to see its strategic companies leave the country.
The situation is therefore concerning for the acquisition of Manus. Although no formal charges have been filed, China now has a significant leverage to derail the operation or demand substantial concessions.
