Towards a Federal Governance of AI
The United States is preparing to establish a federal framework for the governance of advanced artificial intelligence (AI) systems. This recently published plan proposes a three-pronged strategy to regulate these constantly evolving technologies.
The first step involves building a national framework inspired by existing safety laws in several states. Among these are California's SB 53, New York's RAISE Act, and Illinois' SB 315. These legislations reflect an emerging consensus on the need for harmonized AI regulation.

The plan also proposes to enhance the role of the Center for Assurance and Security of Artificial Intelligence (CAISI) as the primary institution for AI safety at the federal level. This initiative aims to centralize regulatory efforts and ensure a consistent approach nationwide.
Mobilization for Resilience
Finally, the plan envisions mobilizing a broader resilience strategy within the government. This strategy aims to address the national security and public safety challenges posed by advancements in AI. The recent executive order from the White House, focused on promoting innovation and safety in advanced AI, aligns with this initiative.
This federal framework, building on the foundations laid by the states, could evolve with technology and strengthen security in the face of challenges posed by advanced AI.
