Mission and Principles of OpenAI
OpenAI's mission is to ensure that artificial general intelligence (AGI) benefits all of humanity. This vision is guided by five fundamental principles that steer the development of AI and OpenAI's commitment to public policy.
Democratization and Empowerment
One of OpenAI's key principles is the democratization of AI. The company is committed to resisting the tendency of this technology to concentrate power in the hands of a few. At the same time, empowerment is at the heart of their philosophy, with the belief that AI can help everyone achieve their goals, learn more, be happier and more fulfilled, and pursue their dreams. OpenAI firmly believes that society as a whole will benefit.
Universal Prosperity and Resilience
OpenAI aspires to a future where everyone can lead an excellent life, which translates into their commitment to universal prosperity. However, AI will introduce new risks, and OpenAI is working with other companies, ecosystems, governments, and society to address them. Resilience is essential to face these challenges.
Adaptability
Adaptability is crucial for tackling the challenges of an unpredictable future. OpenAI is prepared to update its positions as they learn, in order to adapt to the rapid changes in the technological landscape.
Global Engagement
OpenAI is committed to making its technology accessible in a free and secure manner. Their diverse user base reflects this commitment, with as many women as men using their tools, and a fair distribution between users under and over 30 years old. Additionally, OpenAI attracts more users earning less than $100,000 than those earning more, reflecting the global workforce.
OpenAI actively engages with governments and civil society around the world to help policymakers understand their technology and its impacts. The company aims to improve the functioning of governments and the value they provide to their citizens, while expanding people's capacity to participate in and benefit from democratic institutions. OpenAI believes that democracies will play a crucial role in broadening access to opportunities, mitigating risks, and ensuring that people have real power to shape the future of AI they desire.
OpenAI's Policy Priorities
OpenAI's policy priorities translate its mission into concrete actions. The company supports policies that help address the opportunities and challenges of AI, mitigate risks, and expand access to economic opportunities.
AI Model Safety
OpenAI views the safety of advanced AI models as a matter of national and public security. In particular, the most advanced general-purpose AI models can create risks related to cyber, chemical, biological, radiological, and nuclear (CBRN) weapons. In the United States, OpenAI supports state efforts to align around common frameworks such as California SB 53, the New York RAISE Act, and Illinois SB 315. These legislations emphasize transparency, public reporting regarding catastrophic risk assessments and security incidents, whistleblower protections, and enforceable accountability for developers who fail to meet their safety responsibilities.
OpenAI also supports Congressional action to establish a comprehensive federal framework, strengthening the Center for AI Safety and Innovation (CAISI) as the primary institution of the U.S. federal government for the safety of advanced AI. The company encourages the U.S. federal government to take a leading role in establishing common international standards. OpenAI was the first American company to sign the EU AI Act Code of Practice and was among the first to enter into voluntary agreements with the U.S. CAISI and the UK's AI Safety Institute (UK AISI).
Youth Safety
OpenAI believes that AI can help young people learn, create, and develop the skills and entrepreneurial mindset they will need to thrive in the future economy, provided it is deployed with strong protections and age-appropriate safeguards. Adolescents should have access to safe and reliable AI at home, at school, and as they prepare to join the workforce, and they should be protected from its potential dangers.
The company supports robust, enforceable, and risk-based regulations for the safety of adolescents and frameworks that combine strong protections with transparency and tools that put families in control. This includes requirements for age-appropriate privacy-preserving assurances so that companies can identify when a user is a minor and apply age-appropriate protections.
AI Resilience in a Changing World
Education and AI Literacy
AI will increasingly shape how people learn, work, and participate in civic life. Educational institutions will play a critical role in building AI literacy and preparing students to navigate a world where AI is ubiquitous. OpenAI supports policies that help students, teachers, families, and communities interact with AI in a safe, critical, and creative manner, while ensuring that educators remain at the center of classroom decision-making and set the pace for AI adoption in schools.
